For stimulating the development of the economy, trade and the non-oil sector, the Presidential Decree of the Republic of Azerbaijan No. 1598 with the Rule “Procedure for issuing an electronic signature certificate to non-residents through diplomatic missions and consulates of the Republic of Azerbaijan” was issued on February 22, 2017.
A “business” certificate is an advanced certificate of enhanced electronic signature issued to legal entities operating abroad, provides authentication to the user of electronic service, electronic signing of the document and ensure identification of the signatory, used as a seal and signature for a special purpose, and area of use, the text on the seal and an enhanced electronic signature certificate stating the taxpayer identification number (TIN) to which this stamp belongs.
A “citizen” certificate is an advanced certificate of enhanced electronic signature issued to foreigners and stateless persons residing abroad, citizens of the Azerbaijan Republic permanently residing abroad, providing authentication of the electronic service user only, electronic signature of the document and identification of the signatory.
The approved rule does not apply in providing electronic signatures to other people, who are not recognized by the definition of a non-resident.
